Description: For working families, finding and paying for high quality care for their very young children (birth to age three) can be especially challenging. The following paper describes key aspects of quality early childhood education for children under three, cost drivers and affordability of child care and the overall lack of access to care that families face when seeking care for an infant or toddler. In addition, we provide a snapshot of solutions states and communities are utilizing to close the gap for families, as well as a series of policy recommendations.
