Due to the effects of COVID-19, operational changes have been made so that we can continue to support Army families; however, the Army Fee Assistance program may experience delays in processing times. To support Families, the AFA Program will make the following changes, effective until further notice.
Stopping care due to COVID-19 but will return to care eventually: Do not report this as termination to CCAoA!
If you were not charged for care within an entire month due to center closures you should NOT submit attendance sheets for that month.
Your current AFA subsidy payment amount will continue to be paid to your provider, only if you were charged for care within that month. Attendance sheets should only be submitted at this time.
Stopping care due to reasons other than COVID-19 and do NOT plan to return: Please report this as termination to CCAoA!
Call 800-424-2246 or MSP@usa.childcareaware.org to report this change so AFA subsidy payments can be properly ended. The last attendance sheet submitted should reflect this termination of care as well.
School Age Children effective 18 March 2020:
If you have a school aged child who has started attending full day care due to COVID-19 school closures, AFA will pay the difference between the provider’s monthly full time rate (up to $1500) and the parent portion rate. Please report your changes by submitting the Provider Cost Verification Form.
Please note that as the impact of COVID-19 evolves, AFA processing guidelines may be updated. All information provided is subject to change as policies are being developed. Please check back often for the most up to date information.
Spouse/Non-military Parent School and Employment Requirements
Spouses/non-military parents that do not have a traditional work schedule or that are enrolled in non-traditional school programs may be eligible to receive fee assistance. Please see below to determine if you are eligible for the program based on the spouse/non-military parent’s work schedule or school program.
Non-traditional school programs:
- Non-term Institutions – Spouses/non-military parents enrolled in non-term institutions that do not operate according to a traditional academic calendar must submit their schedule of classes with all required information, in addition to a receipt/invoice showing they have paid for the classes. These documents will be used to determine your eligibility for fee assistance.
- Self-Paced Programs – Self-paced programs do not meet the requirement for the fee assistance program and are not accepted.
Non-traditional work schedules:
- Self-employed – Spouses/non-military parents that are self-employed must submit IRS returns (Schedule C). This will be used to determine the spouse’s wages for purposes of calculating fee assistance. If this information is not available, the family will automatically be assigned to Category IX until verification of spouse income is provided either by pay stubs or tax returns.
- Substitute Teachers – Substitute teachers must provide one month’s worth of pay stubs that validate at least 25 hours per week to be eligible for full-time care. If they cannot provide evidence of at least 25 hours, they must provide evidence of at least 16 hours minimum per week to be eligible for part-time care.
- On-Call Employees – On-call employees must provide one month’s worth of pay stubs that validate at least 25 hours per week to be eligible for full time care. If they cannot provide evidence of at least 25 hours, they must provide evidence of at least 16 hours minimum per week to be eligible for part-time care.
MCCYN-PLUS Pilot Initiative (QRIS) – Effective October 1, 2019
Effective October 1, 2019, The Military Services expanded the Military Child Care in Your Neighborhood (MCCYN) to include MCCYN-PLUS. The MCCYN-PLUS Pilot includes community-based child care centers that are quality rated by their state Quality Rating Improvement System (QRIS), in locations where nationally accredited care is unavailable.

Army temporarily rescinded Army Directive 2018-27 (Rebalance of Army Child Care Fee Assistance) – Effective February 28, 2019
On 28 February 2019, the Secretary of the Army temporarily rescinded Army Directive 2018-27 (Rebalance of Army Child Care Fee Assistance). As a result, the Army Fee Assistance Program will continue to operate in accordance with the Army policy currently in place. The Secretary intends to use this time to consider any adjustments to the program.

Deployment Support Update – Effective November 1, 2017
Effective November 1, 2017, the Army will implement changes to the deployment support criteria for the Army Fee Assistance Program. Please see below for an outline of the changes.
- The three mission levels (Mission Level I, II, III) have been replaced with five eligibility criteria. For a Soldier to be eligible for deployment support services, one of the following eligibility criteria must be met:
- Criteria 1: Deployed Contingency Operations
- Criteria 2: Assigned to a Warrior in Transition Unit (WTU)
- Criteria 3: Deployed Rotation Forces
- Criteria 4: Deployed Non-Contingency Operations
- Criteria 5: Survivor Outreach Services (SOS)
- Soldiers must provide official orders or a letter from their commander indicating which of the criterion are met. TDY, TCS, and PCS status must align with the five eligibility criterion.
- The following benefits will no longer be authorized for new deployment statuses:
- 5 monthly hours of respite care for Rear Detachment Cadre or for Recruiters
- Category 1 parent fee reduction for SOS, Warrior Transition Units (WTU), and Army Wounded Warriors status
- Patrons currently receiving deployment support benefits will continue to receive those benefits until their current deployment status changes. Those receiving Category 1 parent fee reduction will continue to receive this reduction until their annual re-registration occurs. For Wounded Warriors, benefits end at their annual recertification.

Army Homes Off-Post Transition – Effective September 1, 2017
Effective September 1, 2017, child care Homes Off-Post were transitioned to the Army Fee Assistance Program administered by CCAoA. As of September 1, 2017, qualifying Homes Off-Post families and providers are eligible to receive fee assistance. Families and providers should have received an email from CCAoA or the Army with details about the transition and information on how to apply for the program. Army Home Off-Post Provider Transition Webinar
The Army Home Off-Post program is managed through your local garrison Child and Youth Services (CYS). Starting 1 July 2017, HOP child care providers will begin transitioning to the Army Fee Assistance Program, which is administered by Child Care Aware® of America.
Army Fee Assistance ensures Army families have access to affordable child care programs throughout the United States. If you would like to provide care to families participating in the Army Fee Assistance Program, you will need to become an approved Army Fee Assistance provider with Child Care Aware® of America. This webinar will provide you with the information and resources you need in order for you to apply to the program.
Operation Military Child Care (OMCC) “Continuity of Care” Update – Effective April 7, 2017
Effective 7 April 2017, the Army Fee Assistance Program will adopt the “Continuity of Care” model. Families currently participating in the Army Fee Assistance program who received temporary approval to use licensed-only care will be eligible to continue care with their approved provider. This means that families who are approved to use their provider will not have to change providers upon expiration of their signed approval letter to find MCCYN eligible care.
Families may ONLY use the provider that they have been approved for. In addition, the approved child care provider must continue to meet fee assistance eligibility requirements to receive payment. If you need to make changes to your child care provider please contact Child Care Aware® of America at (800) 424-2246.
New families who are applying to the program for the first time and that meet MCCYN eligibility requirements are required to select a child care provider that is eligible for the MCCYN program. Child Care Aware® of America is able to assist you in locating a provider who meets MCCYN eligibility. In order for a child care search to be conducted, care must start within 90 days of your request.
Wounded Warrior Policy Update – Effective January 13, 2017
Effective January 13, 2017, Wounded Warriors must be assigned to a Warrior Transition Unit or a Warrior Transition Battalion in order to be eligible for the program. Wounded Warrior Service Members who meet these requirements are eligible to participate in the Army Fee Assistance Respite Care program. The Army Respite program provides up to 16 hours of no-cost, hourly child care per child per month for these eligible Wounded Warriors.
